It is emerging that IIEC made a deliberate choice to purchase iron boxes for laminating voter cards, instead of laminating machines. The electoral body even admits, having received 4.5 billion shillings for purchase of strategic and non strategic materials for the voter registration exercise, but it maintains that the charcoal iron box is more practical and cheaper compared to the laminating machine.
